In the spirit of the season, let’s call them “Halloween voters.”If your town or city does not abide by the National Voter Registration Act of 1993 in its entirety, it is more than likely leaving the door open for dead folks to walk into the voting precincts. Or better yet, these folks could vote absentee – well, they are “absentee voters” in a sense – after all they are dead or no longer live where they once lived.
